I'm not completely sure if this is correct, but...
The technical stuff: f8 means that the shutter was open fairly wide (f-stops can range from f4.5 to f22 on my lens at the time; larger the f-stop, the smaller the shutter opens) to gather more light. When it's on "b-setting" (or "bulb"), it basically means that I'm physically holding the shutter-release open for a specific length of time-- here, it was 15 seconds. This is rather long, because when you're taking normal daylight shots and such, the shutter is only open for a fraction of a second.
I shot this a bit after 9pm, so you'd think it would be fairly dark out. It looked dark out, but on this project you only have about a 15 minute window to get the right shot. This one was about 3 minutes too early.
I was at the base of the steps shooting upwards, and the gate was also back-lit with a streetlight. You can kind of see a golden glow on the other shot, but that's more in the middle of the gates. Anyway, because of the back-lighting and the settings I had to work with, the camera gathered all the available ambient lighting around-- in this case, both the sky AND the streetlight, the latter of which is the type to give off golden or "warm" light.
I just didn't expect it to envelope the entire gate, but it turned out really cool, so I'm going to try and see if I can catch a shot or two with the whole gate golden. Just love the effect~
